AA Rider ISO Uncomplicated, Safe "Unicorn"

My mom and I are searching for a safe, sane, and sound packer-type to continue growing as riders (introductory/training level dressage, low level jumping, and intro level XC).
-Ideally, 15-16.1h and between 8-13 years old
-Comfortable canter required
-Prefer a low maintenance/easy keeper with good ground manners (no cribbers)
-More whoa than go works for us!
-No projects, youngsters, or sensitive, forward types (I'm a timid rider)
-No OTTBs, gaited horses, or full drafts
-Horse will have the best care--they will be doted on and loved by family. We hope they enjoy lots of attention, arena time, and a little trail riding.
-Only looking in VA/MD right now (closer to Northern Virginia would be amazing)
-Low 5s budget
